If you're in Adkins, it's the best place around. Norma's Place is quite popular in Adkins, as it should be. The prices are reasonable and the service is good. The food isn't exactly stellar, but it is good and worth the price. It does seem a little on the dirty side and often the chips and flour tortillas are stale.

I'd recommend going, if you're in the area. If not, there are definitely much better Mexican restaurants in San Antonio.
